Thresholds and deadlines
- Under 2.78 GWh per year: no requirement under the directive's thresholds; the Act (2014:266) applies to large companies regardless of consumption until 1 January 2027.
- 2.78–23.6 GWh per year: an energy audit at least every four years under the revised directive, led by a certified energy auditor; the Swedish act is planned from 1 January 2027.
- Over 23.6 GWh per year: a certified energy management system, or an environmental management system with an energy audit, under the revised directive; the Swedish act is planned from 1 January 2027.
How consumption is calculated
- Three-year average. Final energy use averaged over the three previous years; growing consumption can bring the obligation later.
- All energy types. Electricity, heat and fuels, including those of vehicles and machinery; own renewable energy and energy from side streams.
- Excluded are international shipping fuels, ambient energy, deliveries to the transformation and energy sectors, and transmission, distribution and plant losses; of a heat pump only the electricity.
- Energy sold on is not own consumption. A producing plant counts only its own use; a network company's transmitted energy and losses are excluded.
- Leased premises. The boundary depends on who pays for and meters the energy: check site by site what belongs to the tenant and what to the owner.
- One company at a time. A company's sites are added together; in a group the obligations can be handled together across the group.
- Energy used in the country assessed. Sites in another country are not audited in that audit; their obligations follow that country's law.

If you only just exceed the threshold
Near the threshold even a small difference in the method of calculation decides the outcome. It is worth making sure that all three years have been calculated the same way as final energy use, that ambient energy and energy sold on have been excluded, and that exceptional years such as production stoppages are reflected correctly in the average.
